The Coastal Reserves extend along the sweep of open beaches stretching 17 km south-east from Mussell Rock to the boundary of the district at the Papamoa East settlement.
In places the complete sand dune system is within the coastal reserves. In other areas suburban development has crept down to the foredunes themselves.
It is in the public interest to protect, restore, maintain and enhance the sand dune complexes so that both the amenity values enjoyed by the public are maintained and the intrinsic values are preserved.
