Plan Change 51, amends sections of the District Plan relating to both the objectives, policies and rules for Financial Contributions, and the policies for the delivery of Open Space., Council currently takes development contributions under it 'Development Contributions Policy' and the 'Local Government Act 2002' for the funding of growth related infrastructure. The RMA also provides for the taking of 'Financial Contributions' for this purpose. Whilst Development Contributions are still taken as provided for in the Development Contributions Policy, the provision for Financial Contributions through Plan Change 51 operates in a manner consistent with, and complimentary to, the continued use of the Council's Development Contribution Policy. 

The changes to the objectives, policies and rules for Financial Contributions are:

• To provide for taking Financial Contributions towards growth related infrastructure from entities that are exempt from the Council’s Development Contributions Policy;  
   
•  To provide for the review of financial contributions in Resource Consents that were granted prior to 1 July 2004 and remain valid, in circumstances where review of the contributions payable is expressly provided for in the condition wording;  
   
• To provide for the review of financial contributions in Resource Consents that were granted prior to 1 July 2004 and remain valid, in circumstances where review of the contributions payable is expressly provided for in the condition wording; 
   
• To implement a formula based approach towards Financial Contributions that reflects the way Council’s Development Contributions are calculated.

The changes to the policies of the plan relating to Open Space reflect the expectations in the delivery of Open Space as established through the Council’s recent review of the Open Space Level of Service Policy. These are relevant to the changes to Financial Contributions as the implementation of the revised approach leads to a change from Development Contributions to Financial Contributions in some instances to fund the provision of local reserves and community infrastructure.
