Under the Local Government Act 2002, Councils must undertake an Annual Plan process for years 2 and 3 of their adopted Long Term Council Community Plans (Ten Year Plans). For the Ten Year Plan 2006-16 these are the Annual Plan 2007/08 and the Annual Plan 2008/09.
An Annual Plan focuses on and further outlines the work to be carried out in the particular financial year. It also highlights any variations and amendments to the equivalent year in the adopted Ten Year Plan.
Certain variations between an Annual Plan and Ten Year Plan are required to be 'amendments' under the Local Government Act 2002. An amendment is identified by using the criteria set out in Council's significance policy. This can include a significant change in budget, timing or a level of service and is assessed in conjunction with the potential impact on the community.
Amendments to the Ten Year Plan are included as a particular section within each Annual Plan. The following are links for the relevant section in each plan.
