Cr. Wayne arrived in Mount Maunganui in 1972 to join a local legal firm. He is the father of three children all of whom spent their childhood at the Mount.

In 1980 as a first-time candidate he topped the poll for the Mount Maunganui Borough Council.  In 1983 he was elected Mayor of Mount Maunganui unopposed and again in 1986.  Strong links with local rugby, football, surf and service clubs.  President of New Zealand Jaycees in 1980.

In 1992 he was appointed as a prosecutor with the Justice Department in Hong Kong.  For the next 11 years he prosecuted criminal jury trials and trained prosecutors in court room procedure.

In 2003 he left the Department to practice as a Barrister in the private bar.  He and his partner Joy returned to the Mount in 2004.  Wayne returned to Hong Kong from time to time for trial work until 2007.

Elected to Council as the representative of the Mount Maunganui / Papamoa ward in October 2007.
